RESUMO

This law creates in Ecuador a Fund for Childhood Development designed to finance aid programs for children that expand the attention given to their needs and improve the quality of services. The fund is to be financed from a variety of sources including a tax on salaries, petroleum, and lotteries. The Fund is to be administered by the National Child and Family Institute.

RESUMO

This Decree approves the Plan of Operations entered into by the Government of Honduras and the UN Children's Fund (UNICEF) with respect to women and children for the years 1987-91. The general objective of the Plan is to monitor and improve the situation of women and children in Honduras by means of providing the following services: 1) early attention to and development of children; 2) basic services for rural women and children; and 3) intersectoral social planning and promotion of infancy. Among the specific services to be provided are literacy training and adult education for women, infant nutrition, and programs of social support for women and children. Further provisions of the Decree set forth the details of the Plan for the year 1987, as well as provisions on past agreements between the Government of Honduras and UNICEF, monitoring and evaluation, and the contributions of the Government of Honduras and UNICEF, among other things. UNICEF's contribution is US$1,465,000.

RESUMO

This Act creates in Uruguay the National Institute of Minors to succeed the Children's Council. The following are the duties of the Institute: 1) to assist and protect from conception to the age of majority minors morally or materially abandoned; 2) to carry out all those activities having the objective of preventing the material or moral abandonment and antisocial conduct of minors; 3) to contribute, in conjunction with other specialized organizations, to the protection of handicapped minors even when they have not been abandoned; 4) to cooperate with parents, guardians, and educators in bringing about the material, intellectual, and moral improvement of minors; 5) to control the working conditions of minors without infringing upon the competency of the Executive Power; 6) to execute security measures arranged by competent authorities to achieve the rehabilitation and education of transgressing minors; 7) to support the activities of private nonprofit institutions with legal capacity that pursue similar objectives. Further provisions of the Act set forth the resources, powers, and administration of the Institute, among other things. Decree No. 877/988 of 27 December 1988 provides that the Institute is related to the Executive Power by means of the Ministry of Education and Culture. RESUMO

This Accord sets forth the Regulations of the Organic Functions of the Ministry of Social Welfare of Ecuador. The following are among the Departments of the Ministry: 1) on the advisory level, the National Council of Minors; 2) on the operative level, the National Directorate for the Protection of Minors, consisting of the Department for the Protection of Minors, the Department for the Rehabilitation of Minors, the Department of Integral Health for Minors, and the Legal-Social Department for the protection of Minors; and a National Directorate of Women, consisting of a Technical Department and a Department of Promotion and Development. The functions of the National Directorate of Women are as follows: 1) to promote the participation of women and women's organizations, encouraging their incorporation into the socioeconomic development of the country; 2) to encourage and orient on a national level the creation of women's groups; 3) to advise and coordinate in the state and private sector the execution of programs and projects designed to improve the condition of Ecuadoran women; 4) to direct and execute programs and projects for women; 5) to promote the strengthening of women's organizations striving to obtain self-management for women and raise their standards of living; 6) to give opinions on the approval of statutes of women's organizations; 7) to supervise the implementation of programs and projects undertaken by organizations that receive contributions from the Ministry; 8) to direct and supervise the organization of a register of information related to women's organizations; and 9) to promote the dissemination of information for the implementation of programs and projects of the Directorate relating to women's organizations.
