RESUMO
RESUMEN El presente artículo es un ejercicio para reflexionar sobre la situación actual del Perú en lo que se refiere al acceso a agua segura y sus consecuencias en la salud y sobre los desafíos que deberá atravesar el país para alcanzar la seguridad hídrica. Propone además algunos lineamientos para dirigirnos hacia la seguridad hídrica en el Perú. El artículo no pretende ser una fuente de referencia de datos estadísticos sobre la disponibilidad y acceso a los recursos hídricos en el Perú.
ABSTRACT This article is presented as an exercise to reflect on the current Peruvian situation in terms of access to safe water and its consequences on health. Additionally, it aims at pondering on the challenges that the country must face in order to achieve water security. It also proposes some guidelines to direct us toward water security in Peru. This article is not intended to be a source of reference of statistical data on the availability and access to water resources in Peru.

RESUMO O Reservatório Epitácio Pessoa constitui-se na segunda maior reserva hídrica do Estado da Paraíba tendo sido utilizado para o abastecimento urbano, irrigação e atividades de pesca. Nos últimos 15 anos, o reservatório enfrentou dois episódios de grande depleção do seu volume armazenado devido à ocorrência de eventos de seca extrema e problemas na sua gestão. Nesse contexto, buscou-se avaliar o caso do Reservatório Epitácio Pessoa sob o aspecto institucional da gestão dos recursos hídricos em três períodos que representam a alta variabilidade climática da região (períodos secos e chuvosos) na qual se insere o reservatório. A definição da proposta metodológica da presente pesquisa descreve o diagnóstico da gestão dos recursos hídricos e a utilização do método de Análise da Cadeia Causal (ACC). Foram consideradas causas técnicas, político-gerenciais e socioeconômico-culturais. A pesquisa conclui que a falta de definição de estratégias capazes de minimizar eventuais riscos de colapso do manancial deu-se pela atuação frágil das entidades em exercer suas funções de forma coordenada, articulada e integrada. Os resultados da pesquisa mostram que há uma tendência de agravamento da problemática.
ABSTRACT The Epitacio Pessoa Reservoir is the second largest water reserve in the State of Paraíba. It has been used for urban water supply, irrigation and fishing activities. In the last 15 years, this reservoir has faced two episodes of great depletion of its storage volume due to the occurrence of extreme drought events and problems in its management. An evaluation of Epitacio Pessoa Reservoir was performed under the institutional aspect of water resources management in three periods representing the high climatic variability in the region (dry and rainy periods) in which the reservoir is located. The definition of the proposed methodology of this study describes the diagnostic of water resources management and the use of the Causal Chain Analysis (ACC) methodology. The study considered technical, political-managerial and socio-economic-cultural causes. The research concludes that the lack of definition of strategies, which could be capable of minimizing eventual risks of reservoir be collapsed, occurred due to the weak performance of the entities on exercising their functions in a coordinated, articulated and integrated way. The results show there is a trend of the problem be worsened.
