PURPOSE: This paper aimed to contextualize the process of public hospital providing services, based on the measurement of the performance of Federal University Hospitals (HUFs) of Brazil, using the technique of multivariate statistics of principal component analysis. DESIGN/METHODOLOGY/APPROACH: This research presented a descriptive and quantitative character, as well as exploratory purpose and followed the inductive logic, being empirically structured in two stages, that is, the application of principal component analysis (PCA) in four healthcare performance dimensions; subsequently, the full reapplication of principal component analysis in the most highly correlated variables, in module, with the first three main components (PC1, PC2 and PC3). FINDINGS: From the principal component analysis, considering mainly component I, with twice the explanatory power of the second (PC2) and third components (PC3), it was possible to evidence the efficient or inefficient behavior of the HUFs evaluated through the production of medical residency, by specialty area. Finally, it was observed that the formation of two groups composed of seven and eight hospitals, that is, Groups II and IV shows that these groups reflect similarities with respect to the scores and importance of the variables for both hospitals' groups. RESEARCH LIMITATIONS/IMPLICATIONS: Among the main limitations it was observed that there was incomplete data for some HUFs, which made it impossible to search for information to explain and better contextualize certain aspects. More specifically, a limited number of hospitals with complete information were dealt with for 60% of SIMEC/REHUF performance indicators. PRACTICAL IMPLICATIONS: The use of PCA multivariate technique was of great contribution to the contextualization of the performance and productivity of homogeneous and autonomous units represented by the hospitals. It was possible to generate a large quantity of information in order to contribute with assumptions to complement the decision-making processes in these organizations. SOCIAL IMPLICATIONS: Development of public policies with emphasis on hospitals linked to teaching centers represented by university hospitals. This also involved the projection of improvements in the reach of the efficiency of the services of assistance to the public health, from the qualified formation of professionals, both to academy, as to clinical practice. ORIGINALITY/VALUE: The originality of this paper for the scenarios of the Brazilian public health sector and academic area involved the application of a consolidated performance analysis technique, that is, PCA, obtaining a rich work in relation to the extensive exploitation of techniques to support decision-making processes. In addition, the sequence and the way in which the content, formed by object of study and techniques, has been organized, generates a particular scenario for the measurement of performance in hospital organizations.

Background: Dropout in higher education is a socio-educational phenomenon that has the scope to limit the benefits of education as well as to widen social disparities. For this reason, governments have implemented various public policies for its prevention and mitigation. However, in rural populations, such policies have proven to be ineffective. The aim of this paper is to simulate public policy scenarios for the treatment of school dropout in rural higher education in Colombia from a Dynamic Performance Management approach. Methodology: To achieve the aim, a parameterised simulation model was designed with data from Colombian state entities in rural higher education. Five simulations were carried out. The analysis of the results was carried out using descriptive statistics and comparison of means using the Wilcoxon Sign Rank statistic. Results: The adoption of such an approach based on simulations suggests that policies to expand the coverage of educational credits and financial support, as well as the addition of a family income subsidy, allow for a reduction in the number of dropouts. Conclusions: A dynamic, data-driven approach can be effective in preventing and mitigating dropout in these areas. It also highlights the importance of identifying the key factors contributing to dropout. The results also suggest that government policies can have a significant impact on school retention in rural areas.

The eXtensible Markup Language (XML) files are widely used by the industry due to their flexibility in representing numerous kinds of data. Multiple applications such as financial records, social networks, and mobile networks use complex XML schemas with nested types, contents, and/or extension bases on existing complex elements or large real-world files. A great number of these files are generated each day and this has influenced the development of Big Data tools for their parsing and reporting, such as Apache Hive and Apache Spark. For these reasons, multiple studies have proposed new techniques and evaluated the processing of XML files with Big Data systems. However, a more usual approach in such works involves the simplest XML schemas, even though, real data sets are composed of complex schemas. Therefore, to shed light on complex XML schema processing for real-life applications with Big Data tools, we present an approach that combines three techniques. This comprises three main methods for parsing XML files: cataloging, deserialization, and positional explode. For cataloging, the elements of the XML schema are mapped into root, arrays, structures, values, and attributes. Based on these elements, the deserialization and positional explode are straightforwardly implemented. To demonstrate the validity of our proposal, we develop a case study by implementing a test environment to illustrate the methods using real data sets provided from performance management of two mobile network vendors. Our main results state the validity of the proposed method for different versions of Apache Hive and Apache Spark, obtain the query execution times for Apache Hive internal and external tables and Apache Spark data frames, and compare the query performance in Apache Hive with that of Apache Spark. Another contribution made is a case study in which a novel solution is proposed for data analysis in the performance management systems of mobile networks.

Business models have being designed, worldwide, to create sustainability competencies and in particular to incorporate reverse logistics, but Brazilian executives have not yet fully adhered to Law 12,305 on solid waste and reverse logistics. What would be the Brazilian executives' perception about reverse logistics competency and the support provided by a collaborative and IT competency? The objective of the paper is to investigate the effects of collaboration and IT competency in developing reverse logistics competency, as a strategy, and its consequences in economic and environmental performance. A survey was performed with 320 Brazilian supply chain executives and analyzed using Structural Equation Modeling. The models demonstrated that collaboration has a direct positive influence on the development of reverse logistics competency, by executives' point of view. The moderation effect between collaboration and IT competency for reverse logistics was not confirmed, since it was adopted a strategic view of reverse logistics. Therefore, despite there was not a moderation effect, IT presented a lower direct effect on reverse logistics competency. Results reinforce that organizations that develop reverse logistics competency tend to improve their economic and environmental performances.

The purpose of this study was to evaluate two versions of a programmed instruction training program designed to teach undergraduate college students a goal-directed systems approach to analyzing organizational systems (Malott & Garcia, 1987). The first version was a paper-based programmed instruction module that had previously been shown to be effective at training the basic knowledge of the concepts, however was ineffective at training the application of these concepts. A computer-based programmed instruction (CBPI) version was created to improve the application of these concepts, which was tested through a series of three open-ended posttests with increasingly explicit prompts for each successive test. The results of the study showed higher performance results for the CBPI versions across all three dependent variables. The results of a nonparametric global test showed a standardized effect size of .86 and a p-value of < .001.


El propósito de este estudio fue evaluar dos versiones de un programa de instrucción programada diseñado para enseñar a estudiantes no graduados una aproximación al diseño de sistemas dirigidos a metas para analizar sistemas organizacionales (Malott & Garcia, 1987). La primera versión consistió en un modulo de un programa de instrucción personalizada de papel que anteriormente había probado ser efectivo para enseñar conocimientos básicos de conceptos, pero que no obstante era ineficiente para entrenar en la aplicación de dichos conceptos. Se creó una versión computarizada de instrucción programada (CBPI) para mejorar la aplicación de los conceptos, la cual se probó a través de una serie de tres post-tests con respuestas libres que incluyeron pistas cada vez más explícitas en cada prueba sucesiva. Los resultados del estudio mostraron una mejor ejecución en las tres variables dependiente cuando se usaron las versiones del CBPI. Los resultados de una prueba no paramétrica global mostraron un tamaño del efecto estandarizado de .86 y un valor p < .001.

RESUMO

A temática deste trabalho apresenta questões sobre a prática da avaliação de desempenho funcional em uma organização pública de saúde. Este eixo de análise ganha destaque a partir das dificuldades de desenvolvimento de sistemas de avaliação com alianças entre políticas de concessão de incentivos financeiros, em um contexto cultural peculiar. Nesse sentido, é necessário admitir os limites dessa ferramenta gerencial. A partir de uma pesquisa qualitativa, utilizou-se um roteiro semiestruturado de perguntas aplicado aos servidores de um hospital geral público do Estado do Ceará. Obteve-se a caracterização do sistema de avaliação de desempenho utilizado pela instituição, podendo-se verificar sua adequação aos modelos propostos na literatura e a pertinência de seus propósitos com as percepções e expectativas dos servidores pesquisados.


The thematic of this work presents questions on the practice of the Evaluation of functional performance in an organization of public health. This axle of analysis gains importance from the difficulties of developing evaluation systems with alliances between policies of concession of financial incentives, in a specific cultural context. In this direction, it is necessary to admit the limits of this management tool. From a qualitative research, a semi-structured questionnaire was applied to the staff (public servers) of a public general hospital of Ceará State. It was observed the characterization of the performance evaluation system used in the institution, being able to verify its adequacy to the models proposed in the literature and the relevancy of its intentions with the perceptions and expectations of the searched servers.

RESUMO

Este artigo avalia a percepção de funcionários do Banco do Brasil acerca do novo modelo de gestão de desempenho adotado pela empresa. A pesquisa, de caráter descritivo e exploratório, utilizou-se de questionário semi-estruturado para coleta de dados quantitativos e qualitativos. A amostra foi constituída por 532 funcionários de nove unidades do banco, nas quais o modelo foi implementado para fins de validação. Foram realizadas análises descritivas, de variância e fatorial entre as variáveis componentes do estudo, e análise de conteúdo dos dados qualitativos. Os resultados indicam ser muito positiva a percepção dos sujeitos da pesquisa. O novo instrumento foi considerado mais eficaz, democrático e participativo, conseguindo integrar pressupostos de modelos e instrumentos de gestão referenciados pela literatura como modernos e eficazes, como a gestão por competências, o balanced scorecard e a avaliação 360 graus. Para finalizar, são apresentadas recomendações práticas e sugestões para realização de pesquisas futuras.


The present work aims to assess the perception of Bank of Brazil employees on the new model of performance assessment adopted by the bank. This exploratory and descriptive research used a semi-structured questionnaire to collect the quantitative and qualitative data. The sample consisted of 532 employees working in the nine branches of the bank where the model was implemented for validation. Descriptive, factorial and variance analyses were made on the variables involved in the study, and analysis of the qualitative data. The new tool was considered more effective, democratic, participative and able to integrate postulates of management models and tools such as Competence-Based Management, Balanced Scorecard and 360º Feedback, which are accredited by the literature as being modern and effective. Practical advice and future directions for this sort of research are provided.
