PIP: The objective of the Commission created by this Resolution is to coordinate the activities of the ministries and institutions of the executive branch of Guatemala's Government in order to promote the more effective operation and protection of human rights and guarantee the communication and cooperation of the President of the Republic with the judicial branch of government and the Human Rights Prosecutor. The Commission is composed of members of various government departments and headed by an Executive Director appointed by the President. The specific duties of the Commission include a) ensuring the effective communication of the Human Rights Prosecutor with the judicial branch of government; b) coordinating activities of various ministries and institutions of the executive branch in order to implement the policy of protecting human rights; c) centralizing information on complaints of violations of human rights within the country and promote their investigation; d) creating a mechanism for following these investigations and judicial proceedings that result, in order to be in a position to give information to the community and international organizations when required; e) studying and proposing to the President legal projects or initiatives relating to human rights that create better respect for these rights in Guatemala; f) promoting international cooperation and technical and financial assistance for the purpose of strengthening democratic institutions that have the responsibility of guaranteeing a regime of law in Guatemala; and g) establishing ties of cooperation, information, and assistance with international organizations concerned with the protection of human rights.^ieng

PIP: This law creates under the Ministry of Planning and Cooperation of Chile the National Youth Institute. The primary objective of the institute is to collaborate with the Executive Branch of the Government in the design, planning, and coordination of policies relating to youth affairs. The institute has the following responsibilities: a) to study and propose to the president general policies and plans for the diagnosis and solution of youth problems in all areas of national activities; b) to coordinate with public and private agencies and organizations in the execution of approved plans and policies, ensure that they are implemented, and evaluate the results; c) to propose and promote specific programs for youth in all spheres where the state administration is active; d) to maintain and develop an agency for information, orientation, technical support, and training designed to improve activities carried out by public officials and other organizations in the youth sector; e) to encourage youth awareness and participation by promoting and financing research, studies, campaigns, seminars, and other similar initiatives; f) to maintain ties to national, international, and foreign organizations and, in general, all institutions and persons who are working on the same issues and to enter into agreements with them on the execution of projects and activities of common interest; and g) to study and propose to the president legal initiatives relating to the conditions of youth. This Act declares the protection of and attention to the health of children to be a national priority and the implementation of programs to benefit Peruvian children to be a public necessity and social interest. Under the Act, various public organizations and other bodies are to cooperate in implementing a Three-Year Plan to reduce the mortality rate to 15/1000. In addition, the Executive Power is to take steps to have various international and private organizations direct their resources to this end. The Executive Power is to formulate and execute the Three-Year Plan within 60 days.

This Decree creates in Costa Rica an Interinstitutional Commission of Prevention and Integral Attention with Respect to Abandoned Children and Adolescents with Physical and Mental Limitations, composed of the representatives of various government and nongovernment agencies. The functions of the Commission are 1) to create and put into operation a program of prevention and integral attention with respect to such children; 2) to give advice on and supervise the execution of the program; and 3) to promote the establishment of participation agreements between public and private, national and international bodies with respect to the issue.

This Decree approves the Plan of Operations entered into by the Government of Honduras and the UN Children's Fund (UNICEF) with respect to women and children for the years 1987-91. The general objective of the Plan is to monitor and improve the situation of women and children in Honduras by means of providing the following services: 1) early attention to and development of children; 2) basic services for rural women and children; and 3) intersectoral social planning and promotion of infancy. Among the specific services to be provided are literacy training and adult education for women, infant nutrition, and programs of social support for women and children. Further provisions of the Decree set forth the details of the Plan for the year 1987, as well as provisions on past agreements between the Government of Honduras and UNICEF, monitoring and evaluation, and the contributions of the Government of Honduras and UNICEF, among other things. UNICEF's contribution is US$1,465,000.

This Decree creates a Nicaraguan Women's Institute under the Presidency to replace the Women's Office established by Decree No. 1091 of 28 July 1982. The Institute has the following objectives: a) providing coordination and technical support for the formulation, strengthening, and deepening of the global policy of the Government in its work in creating the foundations for eradicating all forms of oppression and discrimination against women; and b) establishing a new model of social and personal relations in order to achieve the full integration of women in the social life of the country and the solution to their specific problems. To attain this objective, the Institute is to do the following: a) contribute to the definitions and implementation of policies; b) collaborate in the amendment of general policies that still contain elements of discrimination; c) bring an awareness of the situation of women in Nicaragua to governmental and nongovernmental bodies; d) consolidate the presence and participation of the Government of Nicaragua in international organizations and bodies specializing in the conditions of women; and e) to contribute to the harnessing of financial and technical resources for activities, projects, and programs for women. Further provisions of the Decree relate to the administration of the Institute and the activities of its various departments.
