PIP: In 1988, Mexico issued a decree outlining the organization and functioning of the National Institute of Perinatalogy, which has been created in 1983. The degree states that the Institute will help consolidate that National Health system and implement the right of women to perinatal health. It will support the services and administration of health programs and provide specialized medical assistance, prevention care, and treatment to high-risk pregnant women. The Institute will use allocated facilities for out-patient and hospital care and to deliver human development, growth, and reproduction services with fees charged on a sliding scale basis determined by need. Low-income patients will also benefit from the assistance and social aid programs of the Institute. Other duties of the Institute will be to conduct basic and experimental research, disseminate scientific information, and promote and host scientific conferences. In its advisory capacity, the Institute will consult with the Secretary of Health, the Federal Public Administration, and private and public institutions. As the Institute develops specialized human resources in perinatal medicine, it will oversee job training for technicians and medical professionals and award degrees and certificates. Finally, the Institute will encourage the implementation of programs for health protection in related areas and will perform any other necessary tasks to accomplish its objectives.^ieng

This Resolution approves the Regulations for the organization and functioning of the Autonomous Authority of the Special Project for Primary Attention and Basic Health Services created by Peru Supreme Decree No. 005-86-SA. The objectives of the Authority are 1) to implement basic health services; 2) to bring about the construction of health centers; 3) to give medical equipment and medicines to these centers, as well as to the people with the poorest levels of health within its jurisdiction; 4) to supply means of communication and transportation; 5) to obtain the participation of the community in all steps of the project; and 6) to train personnel. Further provisions of the Resolution deal with the directorate, the executive presidency, departments, and resources of the Authority, among other things.

This Decree sets forth the Health Code of El Salvador. Among other things, it describes health activities with respect to maternal-child health. It provides that it is the "ineluctable obligation of the State to promote, protect, and restore the health of the mother and child by all means at its disposal." To this end, health organizations are "to give preventative and curative attention to the mother during pregnancy and delivery and after birth and the same to children from conception to the end of schooling." The State is also to promote the creation, maintenance, and development of organizations whose goal is the protection of the mother and child. The Decree lists, among health infractions, the failure to have a blood test for syphilis performed on every pregnant woman. The Decree also provides that the Ministry of Health, in conformity with its resources and regulations, is to give assistance to the elderly and to indigent disabled persons.
