En Homenaje a: Licenciada en Enfermería Sor María Suárez Vázquez, 1945-2010. Ilustre Enfermera de nuestro Instituto Nacional de Cardiología Ignacio Chávez. Maestra, guía, religiosa y con una gran vocación al servicio, así como una excepcional mujer dedicada a la enfermería mexicana. Impulsora activa de la profesionalización de la Enfermería en México, representante ante la ONU del gremio de Enfermería, fue acreedora a múltiples reconocimientos nacionales e internacionales, sembró, generó y dejó su imborrable calidad humana en cada persona que le conocimos. Su vida la dedicó a la asistencia, a la administración, a la docencia y a la investigación en enfermería. A un año de su ausencia, regresando un poco de lo que ella nos dio en vida: Amor y Servicio. “Para seguir en la lucha que es el más imperativo, el más implacable de los mandatos de la vida porque hay que luchar para saber, luchar para querer, luchar para poder, pero sobre todo, luchar para vivir”. In Tribute to: Registered Nurse Sor María Suárez Vázquez, 1945-2010. Illustrious nurse of our Instituto Nacional de Cardiología Ignacio Chavez. Teacher, guide, religious and with a great vocation at the service, and an exceptional woman devoted to Mexican nursing. Force behind the professionalization of nursing in Mexico, ONU representative of the nursing profession, was credited to multiple national and International recognitions, awards, generated and leave its indelible human quality in every person that we knew him. His life was dedicated to health assistance, administration, teaching and research in nursing. Even year of absence, returning a little of what she gave us in life: Love and Service. “To continue the struggle that is most imperative, the most implacable of the mandates of life because we have to fight to learn, to want to fight, fight for power, but above all, fight to live”. RESUMO

Importance that the topic of quality of medical care has acquired in recent years, a number of concepts have been utilized to mean many strategies to improve the quality of care. This situation has frequently created confusion between terms such as: quality assessment, quality assurance, total quality management, quality guarantee, etc. The purpose of this paper is to propose a conceptual framework that allows not only to clarify the concepts but also the actions towards the improvement of the quality of care. Therefore, a multidimensional matrix is also proposed in order to classify the multiple actions referred about in the literature and to organize them. The conclusions are: 1) The term "Quality guarantee", at least in spanish, is absolutely pertinent when referred to the quality of medical care; 2) This concept becomes a solid starting point to implement concret actions by integrating different concepts and avoiding confusions; 3) The multidimensional matrix allows to systematize multiple actions; 4) Since there was not a similar conceptual framework it is expected that this paper allows to close the gap between thinking and doing on behalf of every body.

RESUMO

This article analyses some of the different relationships between the three concepts. Even though for some time the emphasis was made on the need to improve productivity, apparently under the assumption that the levels of quality would then be improved, there is evidence now that the best way to go is exactly the opposite. Increases in productivity not necessarily produce better quality and can even harm it. Therefore, it is proposed that strategies of quality assurance should be prioritized in order to improve productivity and contain costs.

RESUMO

The purpose of this paper is to present the basic principles needed to implement a national strategy for quality assurance in medical care in Mexico. The first part is devoted to a review of the basic concepts of quality of care with the aim of analyzing the evolution of the discussion of the concept of "quality assurance". This review constitutes the reference frame of the description of the historical evolution of quality assurance in different parts of the world. Finally, the experiences regarding quality assurance in Mexico are discussed and several basic proposals for the design of a national quality assurance strategy are presented.

RESUMO

This paper discusses the role that the international agencies have played in financing health programs. The different types of organisms are identified and classified according to the support they offer, the nature of their relationship with the recipient countries and their public or private character. The main problems associated with external financing of health problems are also discussed and the case of the W.K. Kellogg Foundation is presented to illustrate some of the issues previously analyzed.

RESUMO

The present article shows the methodology of implantation of a quality guarantee program of medical attention through quality circles at the National Institute of Perinatology and it's results. Among them emphasize the following: organization's structure effects. The optimum on resources in it's own process of attention on the satisfaction of the patients and in the learning implicated in the adaptation of the technology to the hospital environment and the characteristics of a different culture from which that technology emerged. The project, conceived as investigation-action, was advised by Public Health Investigation Center and was created with the purpose to secure that the organized conditions under which the medical attention are given were those permitting to raise the quality as much in the among personal dimension as in the technical, through the participation of the personnel directly responsible of the services given. This led to the use of quality circles as participant technical of quality control and as main quality guarantee program of medical attention. Seven stages can be identified in the implantation of the quality assurance program using the quality circles: 1) to elaborate the proposal document and work protocol; 2) negotiation; 3) drawing of a guide for the elaboration of a quality guarantee manual; 4) selection the point of starting; 5) elaboration of the quality guarantee manual by service; 6) to operate the quality circles; 7) evaluation of the program. This experience has demonstrated it's feasible using the quality circles as fundamental components of a quality guarantee program of medical attention and permits to secure that, in general, it is possible to use this technology in the health services.

RESUMO

The quality assurance unit of medical attention (UGC) is one of the outside programs of the National Institute of Public Health (INSP), which was created may 25 1989, as agreement of the government board (INSP) to coordinate the efforts of the same Institute on the field, developed the knowledge in quality assurance and to promote it's application at the health services. The task of the UGC is to promote a quality culture and to create consciousness on the health personnel, on the contribution that this quality has in the one service rendered, to make them participate in a determined, enthusiastic, and effective way for the success of the objectives and institutional goals. The areas which the UGC develops to obtain it's objectives are four: teaching, investigation, advising and information. The generality of the quality to all the functions of the health services is a priority task of UGC to favor, in a significative way, the progress of the health services in Mexico, and as possible, in Latin America.
