El documento tuvo el objetivo de analizar la disponibilidad de alimentos a nivel de hogar con base en los datos de la Encuesta Nacional de Ingresos y Gastos de Hogares, 2006 con el propósito de: medir la suficiencia de la energía alimentaria per cápita, a disponibilidad per cápita de vitaminas y minerales y la diversidad del consumo de alimentos según área de residencia, regiones, nivel de pobreza y tamaño del hogar.

One of the oldest international efforts in their combat of malnutrition have been the mother-child food programs (MCFP). The purpose of the study herein discussed was to detect the problems that affect the operation of the MCFP of the Ministry of Health of El Salvador, and to identify feasible measures to apply in a short term. This work analyzed the following: a) the operation of the program from the selection of the beneficiary to the delivery of the ration; b) the evolution of the beneficiaries, and c) the perception of the MCFP on mothers' part. The study covered 40 Health Services selected from all over the country; the revision of 556 children's files, and interviews to 136 mothers. It was found that the nurse is the person who plays the main role in the MCFP; that the most used criterion to enter or leave the program is the nutritional condition of the beneficiaries; that priority is given to children over pregnant women; that for most of the children there is a control kept on growth and vaccinations; and that what is mostly supervised is food handling and beneficiaries. Study of the children's files revealed that the average age of the children who enter the program is 18 months and at departure, 24 months, with a permanence of five months; and that the weight-for-age retardation when entering and leaving was similar for all the children studied, although it was different when the analysis was made by permanence and by age groups. Mothers' opinion on the MCFP permitted inference of what occurs at household levels with the donated foods; nevertheless, it is a subject that merits further study. Results of the study confirm some findings of others, although since they are specific for this Program, they allowed the appropriate decision-making for corrective measures of the MCPF.

RESUMO

The Project "Food and Nutrition Surveillance System (SVAN)" of Honduras, functions in a pilot area of the Department of El Paraíso, Honduras, with the participation of several national institutions involved in the food and nutrition problem. In accordance with the plan established in the Project, an evaluation of SVAN was carried out with the following purposes: a) determine the efficiency of the System in relation to the established objectives and goals; determine the obstacles and problems that have risen and the necessary methods and resources to solve them, and c) arrive to conclusions in regard to the Project until the moment of its evaluation, an express recommendations for its future development and extension. The formal aspects evaluated were: objectives, goals, strategies, organization and functioning of the SVAN, advisory services and supervision, personal training, equipment and materials, indicators, actions generated by the SVAN and resources used. To establish the effective value of the Project, informal aspects such as integration of multisectoral surveillance groups were included, as well as communication among the participating sectors in the System, as a result of the functioning of SVAN. Finally, conclusions derived from the evaluation process are presented in regard to: efficacy of the SVAN, costs in terms of invested resources, and feasibility of the System concerning its future extension, both in time and geographic coverage terms.

A description of the preliminary steps in establishing a food and nutrition surveillance system in a country of Central America is presented in outline. The system will provide the basis for policy formulation, program planning, and evaluation. It is organized on the basis of the participation and resources of seven national agencies and will operate at the local, regional, and central level.
