RESUMO
Esta dissertação tem como objetivo propor, através do estudo de caso sobre o fluxo de bens patrimoniais do Instituto Nacional de Câncer que atendem a Rede de Atenção Oncológica - (RAO) ou REDE CÂNCER em todo o território nacional no Brasil, um modelo de avaliação de fluxos de bens tangíveis de uma rede interorganizacional de âmbito público. Os aspectos de fluxos tangíveis estabelecidos pela governança da rede determinam uma estrutura complexa, somente possível de ocorrer devido a trocas, complementaridades e relações de interdependências nos âmbitos das políticas públicas, conhecimento, ações e serviços de saúde e mobilização social. A ligação de atores distintos, em distantes locais, a todo o sistema, através do fluxo tangível estabelecido por sua governança, é responsável pela densidade percebida, embora se admita a existência de buracos estruturais entre o nível de importância atribuído ao fluxo tangível da rede e o desempenho operacional dos responsáveis por seu planejamento, controle e avaliação. Para verificar este pressuposto, adotou-se a metodologia quantitativa, com a aplicação da Teoria dos Conjuntos Fuzzy, onde foram avaliadas as relações dialógicas, normas técnicas, flexibilidade, continuidade e atualizações dos fluxos tangíveis da rede. Quanto à finalidade, a pesquisa é descritiva. Quanto aos meios, trata-se de uma pesquisa participativa. As respostas obtidas pela aplicação de quinze questionários confirmam as suposições iniciais, indicando que o fluxo implantado ampliou a flexibilidade da rede e gerou resultados práticos e positivos, tais como: melhorias nas condições de trabalho e qualidade dos serviços prestados, aumento da produtividade, maior versatilidade e redução das barreiras burocráticas embora ainda existam buracos estruturais que precisem ser mais bem trabalhados em seu processo operacional
This dissertation has as objective to consider, through the case study on the flow of the patrimony of the Institute National de Cancer that take care of the Net of in Oncology Attention - (RAO) or REDE CÂNCER all in the domestic territory in Brazil, a model of evaluation of flows of tangible goods of a between organizations net of public scope. The aspects of tangible flows established by the governance of the net determine a complex structure, only possible to occur due the exchanges, with complementation and relations of interdependences in the scopes of the public politics, knowledge, action and services of health, social mobilization. The linking of distinct actors, in distant places, all the system, on through the tangible flow established the that it governance is responsible for the perceived density even so if it admits the existence of structural holes between the level of importance attributed to the tangible flow of the net and the operational performance of the responsible ones for its planning, has controlled and evaluation. To verify this estimated, a quantitative methodology through the application of the Theory of the Fuzzy Sets was adopted, where the relations based I dialogue on it, norms techniques, flexibility, continuity and updates of the tangible flows of Net, descriptive and participated researcher. The answers gotten for the application of fifteen questionnaires confirm the initial assumption, indicating that the implanted flow extended the flexibility of the net and had generated resulted practical and positive, such as: improvements in the work conditions and quality of the given services, increase of the productivity, greater versatility and reduction of the bureaucratic barriers even so still exist structural holes that they most need to be worked in its operational process
