As a result of climate change and past management practices, wildfires are becoming larger and occurring more frequently than ever before in the Western U.S. In order to mitigate the effects of this growing threat, fire management agencies such as the U.S. Forest Service have encouraged residents in at-risk communities to protect their homes, property, and communities by adopting Firewise recommendations. Using a survey of wildland-urban interface (WUI) homeowners in fire-prone Deschutes County, Oregon, this study examines homeowners' participation in Firewise activities. While the majority of survey respondents were concerned about the risk of a fire and damage to their property, engagement in pre-fire mitigation actions varied based on the level of concern, previous experience with wildfire, the presence of land use rules and policies, and close proximity to forests or rangelands. In addition, the application of cultural theory (cultural traits) to understand participation in Firewise activities revealed that respondents who have egalitarian cultural traits participate in more Firewise behaviors than those respondents who have hierarchical, individualistic and fatalist cultural traits. Fatalists participate in significantly fewer Firewise activities when compared to the other cultural traits. Results suggest that encouraging more engagement in Firewise activities requires a multi-faceted strategy employing both voluntary and compulsory actions.

Wildfires are increasing in severity, and magnitude in the Mediterranean Basin in recent years, reaching a yearly average of 450 000 ha over the last decade. Drivers include climate change, land-use change, and land abandonment. Wildfire mitigation requires landscape-level action as impact to each parcel is affected by the conditions of the others. We conducted a case study of a regional-level initiative that develops community efforts to mitigate wildfires through silvo-pastoral agroforestry systems, using an integrated landscape management approach. This approach involves collaboration among stakeholders to achieve multiple objectives. In order to derive insights into its potential, we asked participating land managers: (1) What motivates their participation?, (2) How do they perceive initiative outcomes?, and as urban outmigrants with non-traditional goals are increasing in rural areas, (3) Do responses differ between rural and neo-rural participants? Our results show that managers feel highly affected by wildfires and are strongly motivated to reduce wildfire risk. Land abandonment and inappropriate policy were major concerns. The initiative was seen to have positive outcomes for individual participants as well as the region, and to stimulate community connectedness. We conclude that fit to local contexts, integrated landscape management can be a well-received approach to reducing wildfire risk. Agroforestry systems in Extremadura can act as "productive fuelbreaks" that reduce fire risk over extensive areas, while restoring traditional landscapes. We suggest that programs to reduce wildfire risk can also be used as a leverage point for financing rural revival and provision of multiple ecosystem services. Restoration goals in fire-prone conifer forests include mitigating fire hazard while restoring forest structural components linked to disturbance resilience and ecological function. Restoration of overstory spatial pattern in forests often falls short of management objectives due to complexities in implementation, regulation, and available data. When historical data is available, it is often collected at plots too small to inform coarse-scale metrics like gap size and structure of tree patches (e.g., 1 ha). Principles of ecological forestry typically emphasize overstory removal patterns that emulate those of natural disturbances. So, low- and moderate-severity portions of contemporary wildfires may serve as a guide to restoration treatments where mixed-severity fires occur. Here, we compare forest spatial pattern and configuration in 15 mechanical restoration treatments and low- and moderate-severity portions of three wildfires in ponderosa pine-dominated forests to determine how they differ in spatial pattern. We obtained satellite imagery of restoration treatments and wildfires and used supervised classification to differentiate canopy and openings. We assessed elements of landscape structure including canopy and gap cover, gap attributes, and landscape heterogeneity for each disturbance type. We found that both mechanical restoration treatments and low- and moderate-severity portions of wildfires reduced forest cover, increased gap cover, and altered pattern and arrangement of gaps relative to undisturbed areas, though the magnitude of changes were greatest in the burned sites. Low- and moderate-severity wildfire consistently increased landscape heterogeneity, but mechanical treatments did not. This suggests that a greater emphasis on increasing gap and patch spatial structure may make mechanical treatments more congruent with natural disturbances. Outcomes of low- and moderate-severity portions of wildfires may provide important information upon which to base management prescriptions where reference data on landscape patterns is unavailable.

Responsible stewardship of temperate forests can address key challenges posed by climate change through sequestering carbon, producing low-carbon products, and mitigating climate risks. Forest thinning and fuel reduction can mitigate climate-related risks like catastrophic wildfire. These treatments are often cost prohibitive, though, in part because of low demand for low-value wood "residues." Where treatment occurs, this low-value wood is often burned or left to decay, releasing carbon. In this study, we demonstrate that innovative use of low-value wood, with improved potential revenues and carbon benefits, can support economical, carbon-beneficial forest management outcomes in California. With increased demand for wood residues, forest health-oriented thinning could produce up to 7.3 million (M) oven-dry tonnes of forest residues per year, an eightfold increase over current levels. Increased management and wood use could yield net climate benefits between 6.4 and 16.9 million tonnes of carbon dioxide equivalent (M tCO2e) per year when considering impacts from management, wildfire, carbon storage in products, and displacement of fossil carbon-intensive alternatives over a 40-y period. We find that products with durable carbon storage confer the greatest benefits, as well as products that reduce emissions in hard-to-decarbonize sectors like industrial heat. Concurrently, treatment could reduce wildfire hazard on 4.9 M ha (12.1 M ac), a quarter of which could experience stand-replacing effects without treatment. Our results suggest that innovative wood use can support widespread fire hazard mitigation and reduce net CO2 emissions in California.

In this investigation, we developed a model of the psychological drivers of landowners' decisions to implement prescribed fire on their properties. The Southern Great Plains in the USA evolved with fire and prescribed fire is an important management tool aimed at maintaining and enhancing ecological and economic resilience in the region. The conceptualized model is reflective of a decision-making paradigm that considers decision making to be a process inclusive of a variety of factors and their inter-relationships to arrive at judgments on whether or not to utilize prescribed fire. The approach considered a spectrum of inputs, obstacles, and their associations to capture the complexity of decision making that is often lost when modeling single factors in dynamic social-ecological settings. Further, we considered the decision to use prescribed fire as a multifactor process that incorporates not only individual barriers to fire implementation but inter-barrier associations and other inputs (e.g., sociodemographic variables). Path analysis revealed five statistically significant relationships within the hypothesized model. For prescribed fire decision making, women tended to be more analytical whereas men were more inclined to rely on heuristics. Additionally, those who indicated owning their property for non-consumptive recreation-related reasons were also more inclined to rely upon heuristics. Texans reported more experience with prescribed fire as did respondents who indicated owning property for livestock product. Alternately, those owning their property for an investment and non-consumptive recreation opportunities reported less experience with prescribed fire. Last, ownership for crop and livestock production was positively associated with past wildfire experience. Findings have implications for three issue areas: (1) the provision of an evolved conceptualization through which prescribed fire implementation decisions can be examined, (2) enhancing the approach of prescribed fire outreach to a changing landowner population, and (3) improving the content and delivery of prescribed fire education efforts.

A number of watershed partnerships have emerged in the western US to address the impacts of wildfire through investing in wildfire mitigation activities. To motivate collective action and design effective risk mitigation programs, these stakeholders draw on evidence linking wildfire mitigation to outcomes of interest. To advance knowledge in this area, we 1) assessed the strength of existing scientific evidence linking wildfire mitigation treatments with societal outcomes and 2) measured the importance of this evidence to watershed partnerships in the western US. To address objective one, we created a systematic evidence map to identify the most common wildfire mitigation treatment and societal outcome relationships reported. From the more than 100 studies examined, we found that the most commonly studied linkages were related to the impacts of thinning on infrastructure and timber. To answer objective two, we surveyed 38 professionals affiliated with organizations involved in eight watershed partnerships in the western US. We asked about the relative importance and strength of evidence linking wildfire treatments to societal outcomes for their watershed partnership, and used this information to create an importance-strength analysis and gap analysis. We found that most linkages were considered important to these organizations, and that the biggest gap identified was for evidence linking mulching to water quality or quantity outcomes. Forest and wildfire specialists perceived a larger need for additional evidence generation than other professional groups. Jointly, the results from this study point to areas of evidence generation important for watershed partnerships and other organizations involved in wildfire mitigation, and suggest a need to more thoroughly disseminate information about existing evidence to this new group of stakeholders investing in wildfire risk mitigation.

A small but growing number of watershed investment programs in the western United States focus on wildfire risk reduction to municipal water supplies. This paper used return on investment (ROI) analysis to quantify how the amounts and placement of fuel treatment interventions would reduce sediment loading to the Strontia Springs Reservoir in the Upper South Platte River watershed southwest of Denver, Colorado following an extreme fire event. We simulated various extents of fuel mitigation activities under two placement strategies: (a) a strategic treatment prioritization map and (b) accessibility. Potential fire behavior was modeled under each extent and scenario to determine the impact on fire severity, and this was used to estimate expected change in post-fire erosion due to treatments. We found a positive ROI after large storm events when fire mitigation treatments were placed in priority areas with diminishing marginal returns after treating >50-80% of the forested area. While our ROI results should not be used prescriptively they do show that, conditional on severe fire occurrence and precipitation, investments in the Upper South Platte could feasibly lead to positive financial returns based on the reduced costs of dredging sediment from the reservoir. While our analysis showed positive ROI focusing only on post-fire erosion mitigation, it is important to consider multiple benefits in future ROI calculations and increase monitoring and evaluation of these benefits of wildfire fuel reduction investments for different site conditions and climates.

Collaborative adaptive management is a process for making decisions about the environment in the face of uncertainty and conflict. Scientists have a central role to play in these decisions. However, while scientists are well trained to reduce uncertainty by discovering new knowledge, most lack experience with the means to mitigate conflict in contested situations. To address this gap, we drew from our efforts coordinating a large collaborative adaptive management effort, the Sierra Nevada Adaptive Management Project, to offer advice to our fellow environmental scientists. Key challenges posed by collaborative adaptive management include the confusion caused by multiple institutional cultures, the need to provide information at management-relevant scales, frequent turnover in participants, fluctuations in enthusiasm among key constituencies, and diverse definitions of success among partners. Effective strategies included a dedication to consistency, a commitment to transparency, the willingness to communicate frequently via multiple forums, and the capacity for flexibility. Collaborative adaptive management represents a promising, new model for scientific engagement with the public. Learning the lessons of effective collaboration in environmental management is an essential task to achieve the shared goal of a sustainable future.

Wildfires are a common occurrence in many countries and are predicted to increase as we experience the effects of climate change. As more people are expected to be affected by fires, it is important to increase people's wildfire mitigation and preparation. Place attachment has been theorized to be related to mitigation and preparation. The present study examined place attachment and wildfire mitigation and preparation in two Australian samples, one rural and one on the wildland-urban interface. The study consisted of 300 participants who responded to questionnaires about their place attachment to their homes and local areas, as well as describing their socio-demographic characteristics and wildfire mitigation and preparedness. Hierarchical regression showed that place attachment to homes predicted wildfire mitigation and preparedness in the rural sample but not in the wildland-urban interface sample. The results suggest that place attachment is a motivator for mitigation and preparation only for people living rurally. Reminding rural residents of their attachment to home at the beginning of wildfire season may result in greater mitigation and preparedness. Further research focusing on why attachment does not predict mitigation and preparedness in the wildland-urban interface is needed.
