RESUMEN

Background: Laws and regulations are needed to regulate the growing online pharmacy (OP) services. The main objective of this work was to provide an overview of the laws and regulations for OP services in the Gulf Cooperation Council (GCC) countries. In addition, the perception of how these laws and regulations in Saudi Arabia (SA) affect the online ordering of medications and health-related products from national and international OPs was explored. Methods: A secondary data collection through emails and a qualitative descriptive analysis was used to gain insight into the OP regulations in the GCC countries. Then, a qualitative study was carried out with semi-structured interviews to investigate the impact of these regulations on the practice and the market from the OP service providers' perspective. The interviews were carried out with a sample of major OP service providers in SA, to represent the GCC countries. During the interviews, multiple open-ended questions were used to explore opinions about the OP regulations and how these regulations affected the practice. The interviews were then transcribed and thematically analysed. Results: Responses were mainly received from regulators in SA, Bahrain, Oman and United Arab Emirates (UAE). SA and UAE allow for offering of OP services as add-on service for existing community pharmacy, while UAE also allows for standalone OP providers. SA, Bahrain, and Oman allow online ordering of both over-the-counter (OTC) and prescription-only medications (POM) from international OP; a prescription is required for POM and quantities allowed should be no more than 3 months' supply in case of SA and Oman while this was not specified in case of Bahrain. Invoice of purchase was also required for any POM to be released from customs in SA and Bahrain but not in Oman and UAE. Controlled medications were prohibited to be ordered online in SA, UAE, and Bahrain while it was allowed in Oman if the prescription was issued within 6-month, and the quantity dispensed was for 1 month only. Apart from online ordering of medications in these countries, no specific regulations existed to regulate ordering of other health-related products from local or international OPs. Whether Kwait and Qatar have regulations for OP could not be established due to lack of response. Two of the four interviewed representatives of OP service providers in SA were not aware of the existence of specific regulations for OP services. The representatives who were aware of these regulations were satisfied with them and found them beneficial for their business and for the patients at the same time. However, representatives raised concerns regarding the enforcement of regulations on international OP providers. Conclusion: The existing regulations for online ordering of medications are somewhat comparable between the GCC countries, with no specific regulations for ordering of other health-related products from local or international OPs. In SA, there is limited awareness of the existing regulations for OP services by providers. Nevertheless, the need for detailed regulations on certain aspects of OP services was highlighted, such as regulations for international OPs and importing medications for personal use.

Background: This study outlines a comprehensive analysis of the primary characteristics of managing research integrity (RI) in domestic colleges and universities in China. RI education in China consists primarily of soft advocacy, with no hard requirements or continuous and systematic support. Together with other stakeholders, such as funders and publishers, higher education institutions (e.g., colleges and universities) are one of the vital actors that have a lot of influence on RI promotion and implementation among researchers. However, the literature on the regulation of RI policies in China's universities is limited. Methods: We investigate the top 50 colleges and universities in the 2021 Best Chinese Universities Ranking. Their guidance and policy documents on RI were collected via their official websites. By integrating the use of scientometrics analysis, including descriptive statistical analysis, inductive content analysis, and quantitative analysis, we examine whether and how these higher education institutions respond to national policies in a timely manner, especially in terms of their frequency of updates, topic clustering analysis, terms clustering analysis, content aggregation. To further understand the composition mechanism and the main working systems of university RI management organizations, we conducted in-depth research on the organizational functions, meeting system, staff composition mechanism, and scientific research misconduct acceptance and investigation mechanisms. Results: The regulations on the treatment of RI in China's universities have, in response to the government's call to establish their own management policies and working mechanisms, maintained a zero-tolerance stance on research misconduct. The sampled universities listed the definition and principles of misconduct practices, investigation procedures, and sanctions of research misconduct in their own policy documents. Some of them listed inappropriate research practices All 50 sampled universities have formed relevant organizations responsible for RI management, they all provide the detailed regulations of the committees. Yet, there is still a need to further define Questionable Research Practice, foster higher standards for integrity in research and, establish and improve an efficient, authoritative, well-restrained and supervision working mechanism for organizations responsible for RI treatment.

Advances in genetic/genomic research and translational studies drive the progress on molecular diagnosis, personalised treatment, and monitoring. Healthcare professionals and governments are encouraged to set administrative regulations and implement structured and interoperable representation to utilise the genetic/genomic data, which will support precision medicine approaches through Health Information Systems (HIS). Clear regulations and careful legislation are also crucial for the security and privacy of genetic/genomic test data. In this article, we present a review of the National Health Information System of Turkey (NHIS-T) about interoperable health data representation for genetic tests. We discuss the content of rules and regulations related to genetic/genomic testing and structured data representation in Turkey. A brief comparison of the Turkish "Law on the Protection of Personal Data" (LPPD) in genetic/genomic data privacy with its counterparts is presented. The final discussion about the shortcomings of Turkey is transferable to health information systems worldwide. Constructing a national reference database and IT infrastructure to enable data integration and exchange between genomic data, metadata, and health records will improve genetics studies' utility and outcomes. The critical success factors behind integration are establishing broadly accepted terminologies and government guidance. The governments should set clear a transparent policy defining the legal and ethical framework, workforce training, clinical decision-support tools, public engagement, and education concurrently.

RESUMEN

Network guard is a pivotal factor for the normal operation of a hospital. To ensure the network information security of the hospital, the author explored the construction of a support system for information security in the hospital based on the analysis of the status quo of hospital information security in the perspectives of technology, staff, rules and regulations, and proposed some methods for its construction, involving platform security, data security, application security, network guard, human resource, and institutional improvement. The management of the information security system construction is an effective means of achieving the goal, which calls for standardization and institutionalization for the construction of a perfect, multileveled and systematic platform of network information security to ensure the safe, stable and highly efficient operation of the information system in the hospital.

BACKGROUND: Substantial empirical research has shown conflicting results regarding the influence of organizational external factors on construction risk management, suggesting the necessity to introduce a moderator into the study. The present research confirmed whether rules and regulations matter on the relationships between organizational external factors and construction risk management. METHODS: Based on discouragement and organizational control theory, this research examined the effects of organizational external factors and rules and regulations on construction risk management among 238 employees operating in construction companies in Abuja and Lagos, Nigeria. A personally administered questionnaire was used to acquire the data. The data were analyzed using partial least squares structural equation modeling. RESULTS: A significant positive relationship between organizational external factors and construction risk management was asserted. This study also found a significant positive relationship between rules and regulations and construction risk management. As anticipated, rules and regulations were found to moderate the relationship between organizational external factors and construction risk management, with a significant positive result. Similarly, a significant interaction effect was also found between rules and regulations and organizational external factors. Implications of the research from a Nigerian point of view have also been discussed. CONCLUSION: Political, economy, and technology factors helped the construction companies to reduce the chance of risk occurrence during the construction activities. Rules and regulations also helped to lessen the rate of accidents involving construction workers as well as the duration of the projects. Similarly, the influence of the organizational external factors with rules and regulations on construction risk management has proven that most of the construction companies that implement the aforementioned factors have the chance to deliver their projects within the stipulated time, cost, and qualities, which can be used as a yardstick to measure a good project.

BACKGROUND: Rules and regulations represent an aspect of psychiatric hospitalization about which little is known. STUDY PURPOSE: To explore the perceptions of rules from the perspective of youth receiving hospital-based psychiatric services. DESIGN: Qualitative descriptive. METHODS: Perceptions of rules were elicited through semi-structured interviews with a convenience sample of six youth. RESULTS: Rules were perceived as governing virtually all aspects of everyday living in the hospital environment. Rules were used to structure daily activities, routines, and social interactions, and were embedded within clinical protocols and treatment plans. For each participant, "making sense" or "not making sense" were central themes through which rules were interpreted as being either therapeutic or oppressive. Rules that made "no sense" negatively affected youth mood, behavior, treatment adherence, and engagement in a collaborative relationship. CONCLUSION: Working in partnership with youth in psychiatric care to establish, implement, and evaluate rules that "make sense" can promote positive health outcomes and prevent negative, unintended consequences.

RESUMEN

In response to increased awareness of prescription opioid misuse, abuse, addiction, diversion, and overdose, states have promulgated a large number of public policies intended to regulate the practice of pain medicine. Nearly every state now has at least 1 type of policy; others only provide recommendations to physicians. This article reviews the existing policies and extracts specific provisions within each of them. Although there are many similarities across policies, unique features are found in some and are specifically reviewed. This review can serve as a quick reference for policymakers and as a guide for researchers interested in the impacts of such policies.

Mining has been historically considered as a naturally high-risk industry worldwide. Deaths caused by coal mine accidents are more than the sum of all other accidents in China. Statistics of 320 coal mine accidents in Shandong province show that all accidents contain indicators of "unsafe conditions of the rules and regulations" with a frequency of 1590, accounting for 74.3% of the total frequency of 2140. "Unsafe behaviors of the operator" is another important contributory factor, which mainly includes "operator error" and "venturing into dangerous places." A systems analysis approach was applied by using structural equation modeling (SEM) to examine the interactions between the contributory factors of coal mine accidents. The analysis of results leads to three conclusions. (i) "Unsafe conditions of the rules and regulations," affect the "unsafe behaviors of the operator," "unsafe conditions of the equipment," and "unsafe conditions of the environment." (ii) The three influencing factors of coal mine accidents (with the frequency of effect relation in descending order) are "lack of safety education and training," "rules and regulations of safety production responsibility," and "rules and regulations of supervision and inspection." (iii) The three influenced factors (with the frequency in descending order) of coal mine accidents are "venturing into dangerous places," "poor workplace environment," and "operator error."

In continuous five years,the probability of metrology equipments being checked reached into 100%. The development of military medical metrology work is great and healthy.
