Climate change negatively impacts reindeer grazing in Fennoscandia, with the encroachment of Empetrum nigrum (crowberry) being a significant, yet largely unrecognized problem. Crowberry encroachment affects the neighboring palatable vegetation negatively, homogenizing the pasture and decreasing ecosystem biodiversity. Current husbandry management aims are based on sustainable use of the pasture land, yet pasture quality is not considered a central indicator. To prevent overgrazing, reindeer numbers are limited, but as the animals avoid crowberry, this invasive species exacerbates the Norwegian reindeer husbandry's pasture crisis. Herders therefore intervene with two adaptive strategies, supplementary feeding and/or crowberry control. We develop a general three-species bioeconomic model with five variants to understand the economic impact of an invasive species on herbivore husbandry, and the net benefits of the two adaptive measures at the steady state. Our analytical results show that the native invasive encroachment causes a decrease in not only the nutrient-high grazing land but also the optimal herbivore herd and slaughter volume. Supplementary feeding is implemented to increase the herd size, yet the measure further depletes the grazing pasture, making this practice unsustainable. Instead, controlling crowberry protects both the grazing pasture and reindeer herd size. Applying this to the Norwegian reindeer husbandry case, we find crowberry control more cost-effective and less stressful for the pasture land than supplementary feeding. Government subsidies are shown to be essential for restoring herd sizes to the status quo.

BACKGROUND: The effects of climate change, loss of pastureland to other land usage and presence of large carnivores are the main reasons for the increase in supplementary feeding of semi-domesticated reindeer (Rangifer tarandus tarandus) in Fennoscandia over the last decades. Feeding might expose reindeer to stress and increased animal-to-animal contact, leading to an increased risk of infectious disease transmission, such as infectious keratoconjunctivitis (IKC). As it can develop rapidly and be very painful, IKC is described as an important animal welfare concern and a potential source of economic loss. The aim of this study was to investigate the current presence of IKC and potential associations between IKC and supplementary feeding through an online questionnaire survey, distributed among reindeer herders in Norway and Sweden in 2021. RESULTS: Seventy-six reindeer herders (33 from Norway and 43 from Sweden) responded to the questionnaire, representing 6% and 4% of the registered reindeer herding groups in Norway and Sweden, respectively. Infectious keratoconjunctivitis was common, with 54 (71%) of the 76 herders that responded having observed clinical signs during the past 10 years. These signs were mainly observed as increased lacrimation, causing "wet cheeks", but also as keratitis and conjunctivitis. Autumn and winter were the seasons in which IKC was observed most. The herders reported several measures, such as slaughter and isolation of affected reindeer, to counteract the spread of disease. The herding year 2019/2020 was associated with reports of outbreaks of IKC in herds as well as being the herding year where most herders (80%) had performed supplementary feeding. A significant association was found between IKC and feeding performed in an enclosure (odds ratio = 15.20), while feeding on free-range areas had a non-significant, negative, relationship with the appearance of IKC outbreaks (odds ratio = 0.29). Finally, there was a trend in the data suggesting that IKC affected calves especially. CONCLUSIONS: Infectious keratoconjunctivitis is a common disease, mainly observed in winter and autumn. It usually has mild to moderately severe clinical signs. Our results imply that IKC is associated with stress and feeding situations and that calves might be more susceptible than adults, however, this needs to be confirmed with further studies, preferably at an individual animal level.

Wild and semidomesticated reindeer are one of the key species in Arctic and subarctic areas, and their population dynamics are closely tied to winter conditions. Difficult snow conditions have been found to decrease the calving success and survivability of reindeer, but the economic effects of variation in winter conditions on reindeer husbandry have not been studied. In this study, we combine state-of-the-art economic-ecological modeling with the analysis of annual reindeer management reports from Finland. These contain local knowledge of herding communities. We quantify the occurrence probabilities of different types of winters from annual management reports and analyze the effects of this variation in winter conditions on reindeer husbandry using an age- and sex-structured bioeconomic reindeer-lichen model. Our results show that difficult winters decrease the net revenues of reindeer husbandry. However, they also protect lichen pastures from grazing, thereby increasing future net revenues. Nonetheless, our solutions show that the variability of winter conditions overall decrease the net income of herders compared to constant winter conditions. Low lichen biomass appears to make reindeer management more sensitive to the effects of difficult winter conditions. We also found that it is economically sensible to use supplementary feeding during difficult winters, but the net revenues still decrease compared to average winters because of the high feeding costs. Overall, our analysis suggests that the increasing variability of winter conditions due to climate change will decrease net revenues in reindeer husbandry. This decrease will still occur even if the most extreme effects of climate change do not occur. This study shows that combining a state-of-the-art bioeconomic model and practitioner knowledge can bring compatible insights, ideas, results, and a bottom-up perspective to the discussion.

This paper argues that Sámi reindeer pastoralism in Sweden is highly stressed during the critical snow cover periods due to large-scale human interventions, especially forestry, and that these have over time significantly worsened the ecological conditions for natural grazing-based responses to changing snow conditions caused by climate change. Informed by a literature review, the paper conceptualises two, overlapping ecological dynamics that shape the availability of lichen as key forage resources within a Sámi pastoral landscape perspective: the grazing dynamics of reindeer during snow cover periods as determined by climatic stochasticity, and the more predictable vegetation dynamics of lichen habitat formation, growth and sustenance based on structured forestry practices. This could help articulate an intervention ecology that pursues sustainable ecological conditions for natural grazing-based Sámi reindeer pastoralism, along with other goals. As such alternatives are likely to face political resistance, the article discusses the implications of its findings within a science-politics interface.

Smoking reindeer meat in a traditional Sámi lávvu (tent) is a knowledgeable and long tradition for food preservation among Sámi reindeer herders. However, due to the formation of polycyclic aromatic hydrocarbons (PAH) during smoking, scientists associate smoked meat with human health risks. PAH contamination of smoked food depends on the smoking method, the temperature and the wood species. The smoking temperature and the PAH contaminations of Sámi traditional lávvu-smoked reindeer products yet remain uninvestigated. To remedy this knowledge gap, we developed a unique co-produced lávvu-laboratory pilot study for temperature measurements and PAH analysis of smoked reindeer meat with different Arctic wood species (willow, birch and juniper) and plant parts (logs and twigs). Our study confirms reindeer herders understanding, that birch wood, and especially birch twigs, generate higher smoking temperatures than willow. Except reindeer meat smoked with birch twigs, PAH levels of analysed reindeer meat cuts were lower than EU recommended maximum levels. However, all smoked reindeer fat samples showed much elevated PAH contaminations. Our results demonstrate the importance of co-production including both scientific and traditional knowledge in research for increased understanding of Indigenous peoples' traditional food smoking and to insure healthy traditional smoked Arctic products.

Chronic wasting disease (CWD) is the most transmissible of the prion diseases. In 2016, an unexpected case was found in Norway, the first in Europe. Since then, there have been 32 confirmed cases in Norway, Sweden, and Finland. This paper aims to examine the situation from a social and political perspective: considering the management of CWD in the Swedish part of Sápmi-the Sami ancestral land; identifying the place of the Sami people in the risk management-because of the threats to Sami reindeer herding that CWD presents; and understanding how the disease can modify the modalities of Indigenous reindeer husbandry, whether or not CWD is epizootic. Based on interviews with various stakeholders and by examining the social sciences literature, this paper shows that the health risk management is structured by a politico-scientific controversy about the recognition, or not, of atypical and classical CWD. The Sami herders are currently cooperating with the state authorities in the surveillance program to sample their herds. This involvement takes place in a situation where the balance of power between the Sami people and the state, or the European Union, is framed by its colonial context. This has consequences with respect to the definition of a common interest and to implementing sanitary measures. The particular features of reindeer herding are seen as a challenge to managing CWD risk, compared with European health standards. We argue that CWD will greatly modify the modalities of Indigenous reindeer herding, whether there are positive cases or not in the Sami reindeer. By implementing new health guidelines, the authorities will create a cascading effect in Sami land and its use. The CWD situation in Fennoscandia is full of uncertainty but may cause a major shift in the organization and the governance of Sápmi. In September 2020, the identification of a new CWD case in a wild reindeer in Norway started a new episode in the disease management in Fennoscandia. Our paper raises various questions linked to understanding this new step in this crisis which is not only epidemiological, but also socio-cultural and political.

Just as the domestication of livestock is often cited as a key element in the Neolithic transition to settled, the emergence of large-scaled reindeer husbandry was a fundamental social transformation for the indigenous peoples of Arctic Eurasia. To better understand the history of reindeer domestication, and the genetic processes associated with the pastoral transition in the Eurasian Arctic, we analyzed archaeological and contemporary reindeer samples from Northwestern Siberia. The material represents Rangifer genealogies spanning from 15,000 years ago to the 18th century, as well as modern samples from the wild Taimyr population and from domestic herds managed by Nenetses. The wild and the domestic population are the largest populations of their kind in Northern Eurasia, and some Nenetses hold their domestic reindeer beside their wild cousins. Our analyses of 197 modern and 223 ancient mitochondrial DNA sequences revealed two genetic clusters, which are interpreted as representing the gene pools of contemporary domestic and past wild reindeer. Among a total of 137 different mitochondrial haplotypes identified in both the modern and archaeological samples, only 21 were detected in the modern domestic gene pool, while 11 of these were absent from the wild gene pool. The significant temporal genetic shift that we associate with the pastoral transition suggests that the emergence and spread of reindeer pastoralism in Northwestern Siberia originated with the translocation and subsequent selective breeding of a special type of animal from outside the region. The distinct and persistent domestic characteristics of the haplotype structure since the 18th century suggests little genetic exchange since then. The absence of the typical domestic clade in modern nearby wild populations suggests that the contemporary Nenets domestic breed feature an ancestry from outside its present main distribution, possibly from further South.

This study investigates the genetic effect of an indigenous tradition of deliberate and controlled interbreeding between wild and domestic Rangifer. The results are interpreted in the context of conservation concerns and debates on the origin of domestic animals. The study is located in Northeastern Zabaikal'e, Russia at approximately 57 degrees North latitude. Blood and skin samples, collected from wild and domestic Rangifer, are analyzed for their mtDNA and microsatellite signatures. Local husbandry traditions are documented ethnographically. The genetic data are analyzed with special reference to indigenous understandings of the distinctions between local domestic types and wild Rangifer. The genetic results demonstrate a strong differentiation between wild and domestic populations. Notably low levels of mtDNA haplotype sharing between wild and domestic reindeer, suggest mainly male-mediated gene flow between the two gene pools. The nuclear microsatellite results also point to distinct differences between regional domestic clusters. Our results indicate that the Evenki herders have an effective breeding technique which, while mixing pedigrees in the short term, guards against wholesale introgression between wild and domestic populations over the long term. They support a model of domestication where wild males and domestic females are selectively interbred, without hybridizing the two populations. Our conclusions inform a debate on the origins of domestication by documenting a situation where both wild and domestic types are in constant interaction. The study further informs a debate in conservation biology by demonstrating that certain types of controlled introgression between wild and domestic types need not reduce genetic diversity.

Worldwide there is a rush toward wind power development and its associated infrastructure. In Fennoscandia, large-scale wind farms comprising several hundred windmills are currently built in important grazing ranges used for Sámi reindeer husbandry. In this study, reindeer habitat use was assessed using reindeer fecal pellet group counts in relation to two relatively small wind farms, with 8 and 10 turbines, respectively. In 2009, 1,315 15-m2 plots were established and pellet groups were counted and cleaned from the plots. This was repeated once a year in May, during preconstruction, construction, and operation of the wind farms, covering 6 years (2009-2014) of reindeer habitat use in the area. We modeled the presence/absence of any pellets in a plot at both the local (wind farm site) and regional (reindeer calving to autumn range) scale with a hierarchical logistic regression, where spatial correlation was accounted for via random effects, using vegetation type, and the interaction between distance to wind turbine and time period as predictor variables. Our results revealed an absolute reduction in pellet groups by 66% and 86% around each wind farm, respectively, at local scale and by 61% at regional scale during the operation phase compared to the preconstruction phase. At the regional, scale habitat use declined close to the turbines in the same comparison. However, at the local scale, we observed increased habitat use close to the wind turbines at one of the wind farms during the operation phase. This may be explained by continued use of an important migration route close to the wind farm. The reduced use at the regional scale nevertheless suggests that there may be an overall avoidance of both wind farms during operation, but further studies of reindeer movement and behavior are needed to gain a better understanding of the mechanisms behind this suggested avoidance.

Researchers of adaptive capacity and sustainable livelihoods have frequently used social, cultural, human, economic and institutional capitals to better understand how rural and resource-dependent communities address environmental, social and economic stresses. Yet few studies have considered how men and women contribute differently to these capitals to support community resilience overall. Our research sought to understand the differential contributions of Sami men and women to the adaptive capacity of reindeer husbandry and reindeer herding communities in northern Sweden. Our focus revealed a gendered division of labour in reindeer herding as an economic enterprise as well as gendered contributions to a broader conceptualization of reindeer husbandry as a family and community-based practice, and as a livelihood and cultural tradition. Based on our results, we recommend that community resilience be enhanced by generating more opportunities for men to achieve higher levels of human and economic capital (particularly outside of herding activities) and encouraging women to contribute more directly to institutional capital by participating in the formation and implementation of legislation, policies and plans.

A clear understanding of processes at multiple scales and levels is of special significance when conceiving strategies for human-environment interactions. However, understanding and application of the scale concept often differ between administrative-political and ecological disciplines. These mirror major differences in potential solutions whether and how scales can, at all, be made congruent. As a result, opportunities of seeking "goodness-of-fit" between different concepts of governance should perhaps be reconsidered in the light of a potential "generality of mis-fit." This article reviews the interdisciplinary considerations inherent in the concept of scale in its ecological, as well as administrative-political, significance and argues that issues of how to manage "mis-fit" should be awarded more emphasis in social-ecological research and management practices. These considerations are exemplified by the case of reindeer husbandry in Fennoscandia. Whilst an indigenous small-scale practice, reindeer husbandry involves multi-level ecological and administrative-political complexities-complexities that we argue may arise in any multi-level system.

In the management of natural resources, conflicting interests and objectives among different stakeholders often need to be considered. Here, we examine how two contrasting management scenarios of boreal forests in northern Sweden differ in their consequences on forest structural composition and the economic gains at harvest. Management strategies prioritize either (i) forest characteristics that promote grazing resources for reindeer herded by the indigenous Sámi, or (ii) timber production as practiced in Sweden today. When prioritizing reindeer grazing, forest stands develop a higher abundance of older age classes with larger trees and lower stem density, which reduces harvest and revenue levels by approximately 20% over a 100-year period. The differences between these strategies illustrate the complexity in finding a trade-off for coexistence between industrial land users and other livelihoods that share the same landscape. Political support and institutional solutions are necessary to initiate changes in policy in finding such trade-offs in the management of environmental resources and thereby influence the optimal distribution of costs and benefits between different actors.
