RESUMEN

Validation is a critical aspect of product development for meeting design goals and mitigating risk in the face of considerable cost and time commitments. In this research article, uncertainty quantification (UQ) for efficiency testing of an Electric Drive Unit (EDU) is demonstrated, considering confidence in simulations with respect to the validation campaign. The methodology used for UQ is consistent with the framework mentioned in the guide to the expression of uncertainty in measurement (GUM). An analytical evaluation of the measurement chain involved in EDU efficiency testing was performed and elemental uncertainties were derived, later to be propagated to the derived quantity of efficiency. When uncertainties were associated with measurements, the erroneous measurements made through sensors in the measurement chain were highlighted. These results were used for the assessment of requirement coverage and the validation of test results.

Improving the efficiency of agricultural technology innovation is an inevitable requirement for ecological protection and sustainable agricultural development in the Yellow River Basin. Under the background of prominent water resources constraints in the Yellow River Basin, the actual level and regional differences of agricultural technology innovation efficiency in the basin are analyzed, which will provide theoretical basis and data reference for the development plan of agricultural modernization in the Yellow River Basin. The construction of evaluation index system and the choice of method are the main factors that affect the measurement results. Therefore, this paper first selects input indicators such as water-saving technology level and output indicators such as total agricultural output value to construct an innovative evaluation index system of agricultural technology innovation efficiency in the Yellow River Basin under the consideration of water resources constraints. Secondly, the three-stage DEA model was used to eliminate the interference of external environmental variables, and the overall and regional agricultural technology innovation efficiency of the Yellow River Basin during 2011-2020 was measured with the data of prefecture-level cities under the constraint of water resources. Finally, from the perspective of the whole and the region, the spatio-temporal dynamic evolution law is analyzed and evaluated. The results show that: on the whole, the agricultural technology innovation efficiency in the Yellow River Basin is good and rising in a wave trend, the adjusted pure technology efficiency increases, while the scale efficiency decreases. From the regional perspective, although there is regional heterogeneity, the overall development trend is good, and the lower Yellow River has the highest efficiency, followed by the upper reaches and the middle reaches. From the perspective of the change law, the spatio-temporal evolution distribution shows a multi-polarization trend, and the different regions in the upper, middle and lower reaches show great differences. Therefore, promoting the innovation of water-saving technology and the integration of agricultural science and technology, promoting the integration of production, study and research, and strengthening the regional linkage mechanism are helpful to improve the competitiveness of agricultural science and technology and achieve sustainable agricultural development in the Yellow River Basin.

Under the dual-carbon goals, enhancing the green development level of logistics industry and realizing its low-carbon transformation are important issues that need to be solved urgently. Amidst the continuous escalation in the total energy consumption of the national logistics industry, the Beijing-Tianjin-Hebei (BTH) region has exhibited a favorable descending trajectory in this respect. It is necessary to investigate the underlying reasons. Based on the panel data from 2012 to 2021, the DEA and Malmquist index are employed to analyze the low-carbon logistics efficiency of the BTH region from both static and dynamic perspectives. Furthermore, the inefficiency analysis is conducted to identify the deficiencies of low-carbon logistics industry in this region. Results show that (1) from the static perspective, the development of low-carbon logistics industry in the BTH region is relatively unbalanced. Compared to Tianjin and Hebei, Beijing's low-carbon logistics efficiency is significantly lower, becoming the focal area for attention; (2) from the dynamic perspective, technological progress is the main reason for the fluctuation of total factor productivity in the BTH region and a constraining factor for further improvements; (3) from the results of inefficiency analysis, the forthcoming emphasis on low-carbon logistics in Beijing should be on optimizing the number of logistics practitioners, transportation efficiency, and energy efficiency. Economic output and energy efficiency are relatively vulnerable aspects in Tianjin and Hebei, respectively, warranting due consideration. The research results of this paper have important practical implications for better developing low-carbon logistics in the BTH region and leveraging its leading role nationwide.

BACKGROUND: Primary health care (PHC) institutions are key to realizing the main functions of the health care system. Since the new health care reform in 2009, the Chinese government has invested heavily in PHC institutions and launched favorable initiatives to improve the efficiency of such institutions. This study is designed to gauge the efficiency of PHC institutions by using 2012-2020 panel data covering 31 provinces in China. METHODS: This study applied an improved three-stage data envelopment analysis (DEA) model to evaluate the efficiency of PHC institutions in China. Unlike the traditional three-stage DEA model, the input-oriented global super-efficiency slack-based measurement (SBM) DEA model is used to calculate the efficiency in the first and third stages of the improved three-stage DEA model, which not only allows the effects of environmental factors and random noise to be taken into account but also deal with the problem of slack, super-efficiency and the comparability of interperiod efficiency values throughout the efficiency measurement. RESULTS: The results show that the efficiency of PHC institutions has been overestimated due to the impact of external environmental factors and random noise. From 2012 to 2020, the efficiency of PHC institutions displayed a downward trend. Moreover, there are significant differences in the efficiency of PHC institutions between regions, with the lowest efficiency being found in the northeast region. The efficiency of PHC institutions is significantly affected by residents' annual average income, per capita GDP, population density, the percentage of the population aged 0-14, the percentage of the population aged 65 and older, the number of people with a college education and above per 100,000 residents, and the proportion of the urban population. CONCLUSIONS: Substantial investment in PHC institutions has not led to the expected efficiency gains. Therefore, more effective measures should be taken to improve the efficiency of PHC institutions in China based on local conditions. This study provides a new analytical approach to calculating the efficiency of PHC institutions, and this approach can be applied to efficiency evaluation either in other fields or in other countries.

OBJECTIVES: Research examining emergency department (ED) admission practices within the Department of Veterans Affairs (VA) is limited. This study investigates facility-level variation in risk-standardized admission rates (RSARs) for emergency care-sensitive conditions (ECSCs) among older (≥65 years) and younger (<65 years) Veterans across VA EDs. METHODS: Veterans presenting to a VA ED for an ECSC between October 1, 2016 and September 30, 2019 were identified and the 10 most common ECSCs established. ECSC-specific RSARs were calculated using hierarchical generalized linear models, adjusting for Veteran and encounter characteristics. The interquartile range ratio (IQR ratio) and coefficient of variation were measures of dispersion for each condition and were stratified by age group. Associations with facility characteristics were also examined in condition-specific multivariable models. RESULTS: The overall cohort included 651,336 ED visits across 110 VA facilities for the 10 most common ECSCs-chronic obstructive pulmonary disease (COPD), heart failure, pneumonia, volume depletion, tachyarrhythmias, acute diabetes mellitus, gastrointestinal (GI) bleeding, asthma, sepsis, and myocardial infarction (MI). After adjusting for case mix, the ECSCs with the greatest variation (IQR ratio, coefficient of variation) in RSARs were asthma (1.43, 32.12), COPD (1.39, 24.64), volume depletion (1.38, 23.67), and acute diabetes mellitus (1.28, 17.52), whereas those with the least variation were MI (1.01, 0.87) and sepsis (1.02, 2.41). Condition-specific RSARs were not qualitatively different between age subgroups. Association with facility characteristics varied across ECSCs and within condition-specific age subgroups. CONCLUSIONS: We identified unexplained facility-level variation in RSARs for Veterans presenting with the 10 most common ECSCs to VA EDs. The magnitude of variation did not appear to be qualitatively different between older and younger Veteran subgroups. Variation in RSARs for ECSCs may be an important target for systems-based levers to improve value in VA emergency care.

The widespread outbreak of a new Coronavirus (COVID-19) strain has reminded the world of the destructive effects of pandemic and epidemic diseases. Pandemic outbreaks such as COVID-19 are considered a type of risk to supply chains (SCs) affecting SC performance. Healthcare SC performance can be assessed using advanced Management Science (MS) and Operations Research (OR) approaches to improve the efficiency of existing healthcare systems when confronted by pandemic outbreaks such as COVID-19 and Influenza. This paper intends to develop a novel network range directional measure (RDM) approach for evaluating the sustainability and resilience of healthcare SCs in response to the COVID-19 pandemic outbreak. First, we propose a non-radial network RDM method in the presence of negative data. Then, the model is extended to deal with the different types of data such as ratio, integer, undesirable, and zero in efficiency measurement of sustainable and resilient healthcare SCs. To mitigate conditions of uncertainty in performance evaluation results, we use chance-constrained programming (CCP) for the developed model. The proposed approach suggests how to improve the efficiency of healthcare SCs. We present a case study, along with managerial implications, demonstrating the applicability and usefulness of the proposed model. The results show how well our proposed model can assess the sustainability and resilience of healthcare supply chains in the presence of dissimilar types of data and how, under different conditions, the efficiency of decision-making units (DMUs) changes.

The ongoing outbreak of SARS-CoV-2 has been deeply impacting health systems worldwide. In this context, it is pivotal to measure the efficiency of different nations' response to the pandemic, whose insights can be used by governments and health authorities worldwide to improve their national COVID-19 strategies. Hence, we propose a network Data Envelopment Analysis (DEA) to estimate the efficiencies of fifty-five countries in the current crisis, including the thirty-seven Organisation for Economic Co-operation and Development (OECD) member countries, six OECD prospective members, four OECD key partners, and eight other countries. The network DEA model is designed as a general series structure with five single-division stages - population, contagion, triage, hospitalisation, and intensive care unit admission -, and considers an output maximisation orientation, denoting a social perspective, and an input minimisation orientation, denoting a financial perspective. It includes inputs related to health costs, desirable and undesirable intermediate products related to the use of personal protective equipment and infected population, respectively, and desirable and undesirable outputs regarding COVID-19 recoveries and deaths, respectively. To the best of the authors' knowledge, this is the first study proposing a cross-country efficiency measurement using a network DEA within the context of the COVID-19 crisis. The study concludes that Estonia, Iceland, Latvia, Luxembourg, the Netherlands, and New Zealand are the countries exhibiting higher mean system efficiencies. Their national COVID-19 strategies should be studied, adapted, and used by countries exhibiting worse performances. In addition, the observation of countries with large populations presenting worse mean efficiency scores is statistically significant.

As a key choice for human sustainable development, green development is also one of China's five major vision points. To explore the level of green development in China since it was first written into national documents in 2011, this paper applies an improved non-radial distance function based on Data Envelopment Analysis method to analyze the progress against the development targets set in related national documents. The results show that: (1) China's green development efficiency has kept increasing in 2011-2017. (2) The growth in green development efficiency was significantly higher in the 13th Five-Year Plan period compared to the 12th Five-Year Plan period. (3) The green development efficiency shows a decreasing trend from south to north, east of the Hu line. This study provides a more practical idea for evaluating the quality of green development in mainland China.

Measuring the efficiency of piezo energy harvesters (PEHs) according to the definition constitutes a challenging task. The power consumption is often established in a simplified manner, by ignoring the mechanical losses and focusing exclusively on the mechanical power of the PEH. Generally, the input power is calculated from the PEH's parameters. To improve the procedure, we have designed a method exploiting a measurement system that can directly establish the definition-based efficiency for different vibration amplitudes, frequencies, and resistance loads. Importantly, the parameters of the PEH need not be known. The input power is determined from the vibration source; therefore, the method is suitable for comparing different types of PEHs. The novel system exhibits a combined absolute uncertainty of less than 0.5% and allows quantifying the losses. The approach was tested with two commercially available PEHs, namely, a lead zirconate titanate (PZT) MIDE PPA-1011 and a polyvinylidene fluoride (PVDF) TE LDTM-028K. To facilitate comparison with the proposed efficiency, we calculated and measured the quantity also by using one of the standard options (simplified efficiency). The standard concept yields higher values, especially in PVDFs. The difference arises from the device's low stiffness, which produces high displacement that is proportional to the losses. Simultaneously, the insufficient stiffness markedly reduces the PEH's mechanical power. This effect cannot be detected via the standard techniques. We identified the main sources of loss in the damping of the movement by the surrounding air and thermal losses. The latter source is caused by internal and interlayer friction.

Malaysia was faced with a life-threatening crisis in combating COVID-19 with a number of positive cases reaching 5305 and 88 deaths by 18th April 2020 (the first detected case was on 25th January 2020). The government rapidly initiated a public health response and provided adequate medical care to manage the public health crisis during the implementation of movement restrictions, starting 18th March 2020, throughout the country. The objective of this study was to investigate the relative efficiency level of managing COVID-19 in Malaysia using network data envelopment analysis. Malaysia state-level data were extracted from secondary data sources which include variables such as total number of confirmed cases, death cases and recovered cases. These variables were used as inputs and outputs in a network process that consists of 3 sub processes i) community surveillance, ii) medical care I and iii) medical care II. A state-level analysis was performed according to low, medium and high population density categories. The efficiency level of community surveillance was highest compared to medical care processes, indicating that the overall inefficiency is greatly influenced by the inefficiency of the medical care processes rather than the community surveillance process. Results showed that high-density category performed well in both community surveillance and medical care II processes. Meanwhile, low-density category performed better in medical care I process. There was a good overall performance of the health system in Malaysia reflecting a strong preparedness and response level to this pandemic. Furthermore, resource allocation for rapid response was distributed effectively during this challenging period.

Green technology innovation is an important means to break out of the constraints of resources and the environment, enhance the competitiveness of enterprises, and achieve the upgrading of industrial structures, and promote high-quality economic growth. In order to realize the overall improvement of the green technology innovation capability of Chinese enterprises, it is necessary to measure the efficiency of industrial enterprises' green technology innovation and explore their regional differences. In this paper, from the perspective of a two-stage innovation value chain, by introducing the industrial carbon emissions per unit of Gross Domestic Product (GDP) and the "three wastes" pollutants into the research framework of green technology innovation efficiency, we established a novel green innovation efficiency evaluation indicator system for industrial enterprises. Furthermore, we used a two-stage network DEA with shared input to measure the efficiency of regional enterprises' green technology innovation and explored the regional differences in industrial enterprises' green technology R&D and the efficiency of green technology achievement transformation. Finally, we provide some suggestions for improving China's industrial enterprises' green innovation efficiency, so that they can ameliorate the significant regional imbalances and differences and realize high-quality economic growth.

Background: Literature abounds with various techniques for efficiency measurement of health care organizations (HCOs), which should be used cautiously and appropriately. The present study aimed at discovering the rules regulating the interplay among the number of inputs, outputs, and decision- making units (DMUs) and identifying all methods used for the measurement of Iranian HCOs and critically appraising all DEA studies on Iranian HCOs in their application of such rules. Methods: The present study employed a systematic search of all studies related to efficiency measurement of Iranian HCOs. A search was conducted in different databases such as PubMed and Scopus between 2001 and 2015 to identify the studies related to the measurement in health care. The retrieved studies passed through a multi-stage (title, abstract, body) filtering process. Data extraction table for each study was completed and included method, number of inputs and outputs, DMUs, and their efficiency score. Results: Various methods were found for efficiency measurement. Overall, 122 studies were retrieved, of which 73 had exclusively employed DEA technique for measuring the efficiency of HCOs in Iran, and 23 with hybrid models (including DEA). Only 6 studies had explicitly used the rules of thumb. Conclusion: The number of inputs, outputs, and DMUs should be cautiously selected in DEA like techniques, as their proportionality can directly affect the discriminatory power of the technique. The given literature seemed to be, to a large extent, unsuccessful in attending to such proportionality. This study collected a list of key rules (of thumb) on the interplay of inputs, outputs, and DMUs, which could be considered by most researchers keen to apply DEA technique.
