RESUMEN

During the early 1970s, policies were developed and measures were adopted in the Netherlands which paved the way for action in favour of health for all. Between 1974 and 1982, steps were taken to reduce inequalities and strenuous efforts were made to strengthen primary care. Administrative descentralization was emphasized and community participation was encouraged. In 1982 a drastic change in the political context forced cost containment to become the central issue. Nevertheless, the progress of the national health-for-all policy continued. The country's experiences have confirmed the viability of this policy in an industrialized society. A turning-point for decision-makers has been reached, since they now have to defend their proposals and financial claims in terms of health benefits. The process if designing a national policy has brought together various actors who may disagree strongly on short-term decisions but who can agree on the need to collaborate in working towards the long-term goal of health for all
