RESUMEN

ILO plan of action (2010-2016) to achieve widespread ratification and effective implementation of the occupational safety and health instruments (Convention No. 155, its 2002 Protocol and Convention No. 187) is discussed. ILO documents on recording and notification as well as new list of occupational diseases (revised 2010) are considered.

RESUMEN

Reformation of therapeutic and prophylactic institutions attached to various institutions and ministries is and important problem of public health at the modern stage of its development. A model developed and tried in Magnitogorsk can serve as a perspective trend of such reforms. A medical institution with mixed form of property has been created. The institution was set up by administration of the territory and a plant (Magnitogorsk metallurgical plant). Creation of a new health center as a non-commercial institution promoted its integration in the municipal public health system; the institution possesses all the potentialities of a budget organization and retains close contact with the plant. Such a solution of the problem improved the financial status of the health center and promoted its adaptation to marketing conditions. Attraction of additional finances from industry to municipal public health allowed the administration of the health center start and carry out internal restructuring aimed at priority development of outpatient care, restructuring of the bed fund, technological updating, and, in general, more rational utilization of the available resources.

RESUMEN

Dermatoglyphic traits proved to be closely associated with chronic mechanic bronchitis (CMB). With the most informative traits identified, it is possible to estimate the individual predisposition to this occupational disorder and thereby to increase the efficiency of preliminary and follow-up medical examinations. Comparison with data on dermatoglyphic traits predisposed to various types of pneumoconiosis supported the hypothesis on a single mechanical lung disease or "general dust lung disease".

RESUMEN

The article comments on a study of the labour conditions peculiarities of industrial rail-way engine operators and the epidemiology of hypertension disease in this professional group. 962 persons (both mechanics and their subordinates) were examined, all of them males, 20-59 years of age, with the duration of work: less than 10 years--366 cases, 11-20 years--483 cases, over 20 years--113 cases. The analysis of hypertension prevalence revealed that the morbidity rate was markedly higher among the engine teams' personnel as compared with the depot workers. The morbidity rate difference between the industrial rail-way engine mechanics and main-line engine mechanics was insignificant. The high morbidity rate necessitates improvements of the labour conditions, e.g. working shift cuts, establishment of physical rehabilitation and psycho-emotional relaxation units, as well as rational diet.
