RESUMEN

Целью настоящей публикации является описание подходов к созданию национальных регистров химических веществ и преимуществ их наличия для улучшения рационального регулирования химических веществ. Требования международных организаций могут направлять и влиять на обсуждение регистров химических веществ, равно как на понимание их роли в выполнении задач на национальном и международном уровнях. В публикации содержатся примеры национальных регистров и перечней, включая информацию о процессе их создания, содержании и сфере их применения, которые могут быть использованы при планировании аналогичной деятельности. Настоящая публикация была подготовлена в рамках проекта “Разработка законодательной и операционной основы для сбора и обмена информацией об опасных химических веществах в Грузии”, осуществляемого Европейским региональным бюро ВОЗ (2015-2017).

BACKGROUND: Hazard classification of chemicals can be defined as a logic-mathematical operation aimed at identifying the type and severity of the inherent hazards of a substance or a mixture. OBJECTIVES: The purpose of this study was to evaluate, in 134 safety data sheets (SDSs): i) the hazard classification and ii) its coherence with sections 9 (physical-chemical properties), 11 (toxicological properties) and 12 (ecological properties) of the SDSs. METHODS: Hazard classification and the information provided in sections 9, 11 and 12 of the SDSs have been evaluated against the criteria provided in annexes VI of the Dangerous Substance Directive, II and III of the Dangerous Preparations Directive, I and VI of the Regulation (EC) n. 1272/2008. RESULTS: Most of the analyzed SDSs of substances (62%) was associated to non-classified chemicals (61.4%), although 19.6% of them should have been classified. By contrast, 59.4% of classified substances (representing 38.6% of analyzed ones) were wrongly classified. Fifty-four %, 54% and 67% of suggested substances hazard classification were in line with sections 9 (physical-chemical properties), 11 (toxicological properties) and 12 (ecological properties). CONCLUSIONS: The proportion of hazard classification mistakes in SDS was significant, suggesting the need of more qualified experts to derive classification. The introduction of an ad hoc evaluation team, managed by a single, qualified specialist, could represent a solution to ensure the needed improvement of SDSs quality.

RESUMEN

Failure to comply with requirements for proper storage and use of pesticides in farms can be extremely hazardous and the risk of accidents involving farm workers, other persons and even animals is high. There are still wide differences in the interpretation of the concept of "securing or making safe", by workers in this sector. One of the critical points detected, particularly in the fruit sector, is the establishment of an adequate storage site for plant protection products. The definition of "safe storage of pesticides" is still unclear despite the recent enactment of Legislative Decree 81/2008 regulating health and work safety in Italy. In addition, there are no national guidelines setting clear minimum criteria for storage of plant protection products in farms. The authors, on the basis of their professional experience and through analysis of recent legislation, establish certain minimum safety standards for storage of pesticides in farms.

Pest control in urban settings is a public health issue that is often overlooked and left to the discretion of those who participate in pest control operations. In this article the authors aim to analyse and provide guidelines regarding liability in the use of pesticides and safety standards that must be adopted during pest control operations in confined areas or open spaces in urban or domestic settings.

RESUMEN

The objective of this work was to examine the effectiveness of risk communication in agriculture through examination and interpretation of safety data sheets and product labels for agriculture products classified as hazardous. Labels and safety data sheets were shown to the users inviting them to report their own interpretation of hazard, risk and the need of preventive measures. One area sample was identified in a cluster of wine companies, chosen in a range of medium to large sizes throughout the country, where 100 subjects were interviewed by telephone or direct interview. Participants were surveyed through questions relating to demographic information, education and perception of risk.

Legislative Decree March 2003, n. 65 brought about implementation of Directive 1999/45/ EC of the European Parliament and of the Council dated 31 May 1999 and Directive 2001/60/EC of the Commission dated 7 August 2001 concerning laws, regulations and administrative provisions of the Member States relating to the classification, packaging and labelling of dangerous preparations come into force. Directive 1999/45/EC brought about a series of modifications representing the new regulatory framework for dangerous preparations. The above-mentioned Decree supplies the criteria for the evaluation of hazardous preparations, regardless of their intended use, and completes previously undertaken steps, in strict connection with the analogous Directives of the EU, for the problematic complexity of the classification, packaging and labelling of dangerous substances and preparations. The applicative importance of Directive 99/45/EC derives directly from these innovations. Among these, for the first time, the category of "dangerous for the environment" has been extended also to preparations. Moreover, also for the first time, the scope of the Directive is extended to plant protection products and biocides. This paper provides an overview on the results of the hazard classification procedure carried out at national level for plant protection products in light of the new rules and the outcomes in terms of variations of the labels through comparison between previous and new classification. Furthermore the most significant issue which come up during the classification process and the criteria applied for their solution are also reported.
