RESUMEN

Although climate change is increasing wildfire and smoke events globally, public health messaging and individual access to resources for protection are limited. Individual interventions can be highly effective at reducing wildfire smoke exposure. However, studies related to individual responses to wildfire smoke are limited and demonstrate mixed protective behaviors and risk perception. Our research helps fill this gap by assessing the self-reported behavior of 20 participants during wildfire season in Western Montana from 28 June through 1 November, 2022. We also measured continuous outdoor and indoor fine particulate matter (PM2.5) concentrations at participant residencies during this time period using PurpleAir sensors (PAII-SD, PurpleAir, Inc, USA) while participants took up to 16 self-reported online weekly activity surveys. Mixed-effect Poisson regression models were used to assess associations between exposure variables and participant reported behaviors. These results were compared with end-of-study interview findings. Wildfire smoke impacted days and increased concentrations of PM2.5 were associated with decreased outdoor exercise and opening of windows for ventilation. Interview themes were congruent with the regression analysis, with the additional finding of high portable air cleaner (PAC) use among participants. Additionally, these interviews gave context to both the tradeoffs participants face when making protective decisions and the importance of personal air quality data in increasing awareness about wildfire smoke risks. Future wildfire smoke studies can build off this research by providing personally relevant air quality data and PACs to participants and by improving public health messaging to address the compounding risks of wildfire smoke exposure and heat.

A significant cost of wildfires is the exposure of local and regional populations to air pollution from smoke, which can travel hundreds of miles from the source fire and is associated with significant negative health consequences. Wildfires are increasing in frequency and intensity in the United States, driven by historic fire management approaches and global climate change. These influences will take many decades or longer to reverse, so the main opportunities for mitigating health effects involve minimizing human exposure through changes in behavior or infrastructure. One key recommendation for reducing pollution exposures during wildfire smoke events is to limit time and physical activity outdoors, but there is limited evidence on the extent to which people make this change. We estimate how use of parks and playgrounds changes with air quality during wildfire season in the northwest United States. We find small reductions in park and playground visits on moderately polluted days, and large reductions, to 50-60% of baseline visits, when pollution levels are high. Disaggregating results by neighborhood characteristics, we find a significantly greater behavioral response to moderate levels of air pollution in neighborhoods with higher socio-economic status, although responses to high levels of pollution are similar across neighborhood types.

Natural habitats on private lands are potentially important components of national biodiversity conservation strategies, yet they are being rapidly lost to development. Conservation easements and other means of protecting these habitats have expanded in use and will be most effective if they target private lands of highest biodiversity value and risk of loss. We developed a Biodiversity Conservation Priority Index (BCPI) based on ecological value and risk of habitat loss for remaining areas of natural vegetation cover (NVC) in the northwestern United States and addressed two questions: (1) Which remaining NVC on private lands is the highest priority for biodiversity conservation based on ecological value and risk of development? And (2) are conservation easements in NVC placed preferentially in locations of high biodiversity conservation priority? Drawing on the concept of ecological integrity, we integrated five metrics of ecological structure, function, and composition to quantify ecological value of NVC. These included net primary productivity, species richness, ecosystem type representation, imperiled species range rarity, and connectivity among "Greater Wildland Ecosystems." Risk of habitat loss was derived from analysis of biophysical and sociodemographic predictors of NVC loss. Ecological value and risk of loss were combined into the BCPI. We then analyzed spatial patterns of BCPI to identify the NVC highest in biodiversity conservation priority and examined the relationship between BCPI and conservation easement status. We found that BCPI varied spatially across the study area and was highest in western and southern portions of the study area. High BCPI was associated with suburban and rural development, roads, urban proximity, valley bottom landforms, and low intensity of current development. Existing conservation easements were distributed more towards lower BCPI values than unprotected NVC at both the study area and region scales. The BCPI can be used to better inform land use decision making at local, regional, and potentially national scales in order to better achieve biodiversity goals.

In this study, we estimated the impact on local household livelihoods of the Natural Forest Protection Program (NFPP), which is the largest logging-ban program in the world, which aims to protect watersheds and conserve natural forests. In doing so, we used a series of microeconometric policy-evaluation techniques to assess the impacts of the NFPP on two interrelated facets of household livelihoods: income and off-farm labor supply. We found that the NFPP has had a negative impact on incomes from timber harvesting but has actually had a positive impact on total household incomes from all sources. Furthermore, we found that off-farm labor supply outside the village has increased more rapidly in NFPP than in non-NFPP areas. Based on these results, policy implications for household livelihoods were drawn and are presented herein.
