RESUMEN
After the institutional scientific research management at present was analyzed according to the literature investigation, expert consultation, comparative and comprehensive analysis, the following were advanced, including the principles, target, function module and structure module for institutional scientific research management infor-mation system , and realization of its functions using the J2 EE technology-based B/S framework .

Focusing on such problems as relative isolated information resource,bad cooperation among project members,complex project management and process,and totally low efficiency,we put forward a based-on-Web cooperation and management mode for scientific research.This mode is convenient for project management,fulfills the high-performance share within the project members,increases the management efficiency and pushes about the information process for cooperation management of scientific research.
